Below are two situations you might face as a moderator. Please explain how you would go about resolving them.

1: A person in chat is repeatedly trying to force negative reactions out of others, and don't stop even when they're asked to stop. What do you do??

2: A fellow moderator of the same or higher rank than you, is blatantly abusing their power, despite not technically breaking the rules. What should you do?? (these forms of abuse include, but are not limited to: forcefully changing others nicknames, threatening to time out people for very petty reasons or pinging roles and names for no reason)
